NEW FEATURES                                                                    
* New LOCAL mode in Fleet Command                                               
* Helm System Search now stops the engines and ship when it is completed        
* Turbo mode has been added to the overlays. Fleet Command should be snappier.                                                                                  
NOTES (for LOCAL mode)                                                        
* LOCAL mode is activated by pressing [Alt][L] on any Fleet Command screen. When  active, a "LOCAL" indicator shows on the top line after the screen title.     
* When in LOCAL mode, all ships on the screen are still shown, but if the ship is not in your local system the name will be ghosted and you cannot select it.
* You can move the cursor around as normal, but it will only highlight the ships in your local system (i.e., the same ships that will flash if you select the [S] system command when in Regional mode).                                    
* Any of the local ships can be selected and commanded as usual.                
* Overage escorts (in the "+" windows) can only be accessed in Regional mode.   
* New [Home] command will take you to the first active ship on the screen - this works both in Regional and Local modes.                                  
* New [Tab] command highlights the next active ship on the screen in both modes. Press [Alt][L] again to switch back to Regional mode (removes LOCAL indicator) 
* The menu also shows another new command [Space] to select a ship for multi-ship selection. This is not yet implemented.
